Cambodia advances human‑centered AI strategy rooted in ethics and Khmer values
PHNOM PENH, July 16, 2026 (KPT) – Cambodia is advancing a human‑centered artificial intelligence strategy that aims to harness emerging technologies for innovation and economic transformation while ensuring development is guided by ethics, human dignity and Khmer cultural identity, officials said Wednesday.
Industry, Science, Technology and Innovation Minister Hem Vanndy outlined the vision at the opening of a workshop titled “Human‑Centered and Civilizational Artificial Intelligence for Cambodia.” He said AI governance must balance innovation with protection of society and cultural heritage.

“Artificial intelligence is not only a driver of economic growth but also an important tool for protecting human dignity, preserving cultural identity and promoting social harmony,” Vanndy said.
The workshop gathered policymakers, researchers, experts, development partners and private sector representatives to discuss building an AI ecosystem that supports innovation while strengthening responsible governance, public trust and sustainable development. Vanndy stressed that governance should neither allow irresponsible use nor impose excessive restrictions that hinder research.
Cambodia has already prepared the AI Landscape Report 2023, the AI Readiness Assessment 2025, and is drafting the National AI Strategy 2026–2030. Policy frameworks are being developed through the National Council for Science, Technology and Innovation, aligned with the UNESCO Recommendation on AI Ethics.
Discussions focused on AI’s role in industrial transformation, preserving the Khmer language and cultural heritage, protecting human dignity and building trust in emerging technologies. Participants were encouraged to provide recommendations for an ethical governance framework tailored to Cambodia’s priorities.
