Cambodia’s One China Policy: Analysts Say Phnom Penh’s Stance Signals Deeper Alignment with Beijing But Requires ASEAN Balance

PHNOM PENH, July 23, 2026 (KPT) – Cambodia’s continued support for Beijing’s One China policy is expected to remain a central pillar of its foreign policy, analysts say, as Phnom Penh seeks to deepen strategic and economic ties with China while balancing its role within ASEAN.

Political science expert Kin Phea said the One China policy has become a foundation of Cambodia’s diplomatic approach. “It isn’t only for Cambodia, but every foreign state which has diplomacy with China.

They firmly stand by and maintain the One China policy as well,” he said. Phea argued Cambodia‑China relations should not be viewed as a threat to other countries, stressing the partnership is based on mutual respect and contributes to regional peace and stability.

Strategic alignment with Beijing

Geopolitical analyst Gnel Rattha said Cambodia’s reaffirmation signals Beijing’s continued role as Phnom Penh’s major strategic partner, particularly amid growing geopolitical competition.

He said the relationship demonstrates Cambodia’s predictable alignment with China despite pressure from some Western countries.

From an economic perspective, Rattha said closer ties could support Cambodia’s development ambitions through Chinese investment under the Diamond Hexagon cooperation framework.

He noted the framework could help Cambodia strengthen its role in global supply chains by developing higher‑value manufacturing, technology industries, artificial intelligence and re‑export sectors.

Balancing ASEAN and diversification

Rattha cautioned that Cambodia must maintain diplomatic balance by upholding ASEAN centrality and respecting international law.

He said Cambodia should ensure its close relationship with Beijing does not undermine regional stability or its commitment to rules‑based international relations.

He also highlighted the importance of economic diversification, saying Cambodia could leverage regional agreements such as the Regional Comprehensive Economic Partnership and other free trade deals to expand links with Japan, South Korea, the European Union and Gulf states.

Recent reaffirmation by PM Hun Manet

The comments follow Prime Minister Samdech Thipadei Hun Manet’s reaffirmation of the One China policy during talks with Chinese President Xi Jinping and Premier Li Qiang on July 17.

Cambodia’s Foreign Ministry said Samdech Thipadei  recognised Taiwan as part of China and expressed support for Beijing’s positions on Hong Kong, Xinjiang and Tibet.

Both sides agreed to strengthen cooperation under the Comprehensive Strategic Partnership and the “Community with a Shared Future,” while expanding projects under the Diamond Cooperation Framework, including the Fish and Rice Corridor and the Industrial and Technology Corridor.

Xi Jinping called on both countries to continue their “ironclad friendship” and advance construction of an “all‑weather China‑Cambodia community with a shared future in the new era.”

He urged accelerated cooperation in electricity, agriculture, artificial intelligence and the digital economy. Premier Li Qiang separately described Cambodia as a priority in Beijing’s foreign policy.
