Cambodia Customs Exceeds Revenue Target by 24% in 2025
PHNOM PENH, Jan 28, 2026 (KPT) – Cambodia’s General Department of Customs and Excise (GDCE) collected 12,760.5 billion riel (USD 3.18 billion) in 2025, surpassing its annual revenue target by 24%, officials said Tuesday.
The announcement came at a forum at the Customs National School in Phnom Penh, where GDCE launched its 2026 Action Plan focusing on trade facilitation and digital modernization.

The event was presided over by Dr. Kun Nhem, Minister Attached to the Prime Minister and GDCE Director General, with participation from government officials and private sector representatives.
Authorities reported a 92% implementation rate of the 2025 plan, while trade facilitation measures mandated by the 19th Government–Private Sector Forum achieved full execution. Several initiatives have been integrated into routine customs practice.
The 2026 plan aims to strengthen institutional capacity, improve compliance and enforcement, expand cooperation with government agencies and businesses, and advance IT systems to ease cross-border trade.
Officials said the plan draws on the Customs Reform and Modernization Strategy 2024–2028, unfinished tasks from 2025, the government’s revenue mobilization strategy for the 7th National Assembly mandate, the 2026 Law on Financial Management, and directives from the Deputy Prime Minister and Minister of Economy and Finance.
