Cambodia Surpasses 40,000 Enterprises After New Investment Surge In 2025

PHNOM PENH, Cambodia (Nov. 26, 2025) — Cambodia’s total number of enterprises and factories has surpassed 40,000, driven by nearly 600 new investment projects approved during the first 10 months of 2025. This growth highlights continued investor confidence and the steady expansion of the country’s industrial base.

The garment sector remains a key pillar of the economy, with 1,810 garment factories and enterprises operating nationwide and employing almost 2 million workers, according to the Ministry of Labour and Vocational Training.

Ministry spokesperson Sun Mesa said the surge in new businesses reflects strong economic momentum and rising investor trust in the government.

“The increase in factories demonstrates the continued progress of Cambodia’s garment industry and confirms investor confidence in the Royal Government,” Mesa said. “To support this momentum, the ministry has cut nearly 20 administrative services to make business operations smoother and more efficient.”

Mesa noted that Cambodia continues to attract investment due to improved working conditions, abundant skilled labor and political stability, which together provide a competitive advantage in the region. He added that technical and vocational training programs prioritized under government policy have enhanced the skills and flexibility of the labor force, further boosting investor interest.

As of October, Cambodia had approved 579 investment projects worth $9.2 billion, projected to create 400,000 additional jobs beyond the 820,000 employment opportunities already available.
