Cambodia pushes customs reform for SMEs through AEO workshop

PHNOM PENH, Cambodia (Sept.30,2025) — Cambodia is ramping up efforts to integrate small and medium-sized enterprises into global trade systems through its Authorized Economic Operator program, spotlighted Monday at a high-level workshop in Phnom Penh.

The event, held at the National School of Customs, brought together more than 70 representatives from logistics firms, SMEs, and trade associations. It was co-organized by the General Department of Customs and Excise and the Cambodian Chamber of Commerce under the EU-German GATE Project, with support from GIZ.

Mr. Sang Ratha, Vice President of the Cambodia Logistics Association, represented by President Hak Leanghor and the association’s board, joined the workshop chaired by Deputy Director-General Pha Engveng, the high representative of Minister Delegate Kun Nhem.

The workshop aimed to raise awareness of the AEO program, a voluntary initiative that offers trade facilitation benefits to businesses demonstrating high compliance with customs regulations and international standards, including the World Customs Organization’s SAFE Framework.

Officials encouraged SMEs to engage in the program and take advantage of incentives such as streamlined procedures and faster clearance. Participants discussed application processes, compliance criteria, and the development of Cambodia’s National Single Window system.

The program is seen as a key tool to boost competitiveness and transparency in Cambodia’s trade sector.
