Cambodian Senate Approves Sweeping Aviation Reforms to Spur Tourism, Investment, Regional Links

PHNOM PENH, Cambodia (Jan. 5, 2026) — Cambodia’s Senate on Monday unanimously approved a package of aviation reforms aimed at modernizing civil aviation and expanding air connectivity with ASEAN, China and the European Union to boost tourism, investment and regional integration.

The approvals came during the Senate’s fourth plenary session of its fifth mandate, chaired by First Vice President Uch Borith, with 56 senators present.

Lawmakers first recognized Chhiv Yiseang as a new senator for Phnom Penh’s Region 1, replacing Chem Wilam, who was reassigned. They then endorsed four aviation related draft laws without amendment.

The Draft Law on Civil Aviation updates the 2008 framework, adding provisions on drones, aerial work, aviation training, aircraft manufacturing and maintenance, meteorology, insurance, safety, security and environmental protection. The law spans 25 chapters and 104 articles.

The Senate also ratified the ASEAN–EU Comprehensive Air Transport Agreement, cleared Protocol 3 of the ASEAN–China Air Transport Agreement to expand Fifth Freedom traffic rights, and approved the 11th and 12th Air Services Packages under the ASEAN Framework Agreement on Services.

Civil Aviation Minister Mao Havannall addressed senators’ questions before the unanimous vote. Officials said the reforms will strengthen Cambodia’s competitiveness as a regional hub and accelerate tourism recovery while attracting airlines and investors.
