Cambodia begins parliamentary review of draft cyber fraud law

PHNOM PENH, March 20, 2026 (KPT) — Cambodia’s National Assembly has begun reviewing a draft law aimed at tackling cyber fraud, as authorities move to confront the growing threat of online scams.

The Standing Committee, chaired by Assembly president Khuon Sudary, agreed on March 19 to accept the government’s proposal and refer it for study by the Commission on Legislation and Justice, in cooperation with other committees.

Officials said the bill introduces criminal measures to strengthen action against cyber fraud, enhance public security and improve cooperation in combating such crimes. It follows cabinet approval earlier this month under Prime Minister Hun Manet.

The draft consists of five chapters and 24 articles, aligned with national legislation and international standards.

It proposes offences including operating scam centres, recruiting or training individuals for fraud, and malicious collection of personal data, alongside money laundering provisions.

It also outlines special procedures covering detention, asset freezing and confiscation, with possible sentence reductions in certain cases.

Separately, the Standing Committee agreed to place a proposed amendment to the Senate election law on the agenda for the Assembly’s next session.
