Cambodia Warns of Humanitarian Crisis as Border Attacks Escalate

PHNOM PENH, Cambodia (Dec. 14, 2025) — Cambodia said continued border attacks have triggered a worsening humanitarian crisis, leaving 11 civilians dead, 59 injured and nearly 380,000 people displaced across seven provinces.

The Ministry of Interior reported that intensified strikes between 1 p.m. and 6 p.m. on Dec. 13 severely impacted civilian areas in Preah Vihear, Oddar Meanchey, Banteay Meanchey, Battambang, Pursat, Koh Kong and Siem Reap. Officials described the actions as violations of international law and a cease‑fire agreement.

According to the ministry, 112,648 families — equivalent to 379,047 people, including 197,127 women and 94,348 children — have fled their homes. Authorities said homes, schools, pagodas, roads and administrative buildings were damaged, while healthcare and education services have largely been suspended.

The crisis escalated after authorities said F‑16 fighter jets carried out a second bombing of the Chey Chumneas Bridge in Veal Veng district, Pursat province, destroying a key civilian transport link.

Officials warned that continued attacks on civilian areas risk worsening the humanitarian fallout and urged international attention to the growing civilian toll.
