AFD, EU Pledge Expanded Programs for Cambodia’s Water Modernization

PHNOM PENH, Cambodia (Dec. 11, 2025) — Cambodia’s drive to expand clean water access is set to advance further as the French Development Agency (AFD) and Team Europe reaffirmed long term support for modernization of the country’s water sector.

During talks with Minister Hem Vanndy, AFD Regional Director Jean Pierre Marcelli praised three decades of cooperation and called Phnom Penh’s water system a “global success story.” Officials said the next phase will focus on strengthening public utilities, scaling up private water operators, and extending infrastructure to underserved provinces.

Vanndy noted Cambodia is assessing operators nationwide and exploring innovative financing, including non collateral loans, and asked for expanded support through Proparco to improve service delivery and water quality.

AFD and Team Europe signaled plans to launch new programs, including a potential initiative in Siem Reap under the Livable City Project. AFD Country Director Sandrine Boucher said assistance will continue under the EU Global Gateway, with priority on helping Cambodia establish a modern water regulator aligned with international standards.

Officials said the reinforced partnership aims to ensure reliable water supply, attract investment, and build climate resilient urban systems across Cambodia.
