Cambodia Pushes Returnees Into Free Skills Training to Boost Jobs, Income

PHNOM PENH, Cambodia (Dec. 1, 2025) — Cambodia’s Labour Ministry is urging migrant workers returning from Thailand to enroll in free technical and vocational training, calling skills development the fastest route to higher wages and stable employment.

Labour Ministry spokesperson Sun Mesa said many returnees lack formal training, limiting their earning potential. He encouraged them to join the government’s nationwide TVET initiative, which targets 1.5 million youth from poor and vulnerable households under Prime Minister Samdech Thipadei.

“With skills, you can secure better-paying jobs or even start your own business. The training is completely free,” Mesa said.

He noted that Cambodia’s growing industrial investment is driving demand for skilled labour, making technical training essential for workers seeking long-term opportunities.

The appeal comes as the Ministry continues to host Job, Social Security and Skills Training Fairs, with the next event set for Dec. 6–7 in Siem Reap, following similar fairs in Battambang and Banteay Meanchey.

The national free skills programme—initiated by Samdech Techo Hun Sen in 2023 and formally implemented by Samdech Thipadei—aims to improve livelihoods, support economic growth and prepare workers for a rapidly evolving labour market.
