Cambodian National Assembly Condemns Thai Soldiers for Fatal Border Shooting

PHNOM PENH, Cambodia (Nov.13, 2025) — Cambodia’s National Assembly on Wednesday issued a statement condemning Thai soldiers for the fatal shooting of Cambodian civilians in a border village, calling the incident a “cruel and inhumane act” that violated international agreements and Cambodia’s sovereignty.

The shooting occurred at 3:50 p.m. in Prey Chan village, O’Bei Choan commune, O’Chrov district, Banteay Meanchey province, killing one Cambodian civilian and injuring several others, according to the statement.

Lawmakers said the attack breached the Joint Statement on the Peace Agreement signed by the prime ministers of both countries on Oct. 26 during the 47th ASEAN Summit in Kuala Lumpur, Malaysia.

The signing was witnessed by U.S. President Donald Trump and Malaysian Prime Minister Anwar Ibrahim, who also chairs ASEAN.

The Assembly accused Thailand of repeatedly violating peace agreements, including its failure to repatriate 18 Cambodian soldiers allegedly detained illegally and scheduled for return on Nov. 12.

It said Thailand continued to fabricate pretexts for aggression and showed no genuine intent to honor its commitments.

“The Thai side’s actions represent a grave violation of international law, the United Nations Charter, and the ASEAN Charter,” the statement said.

Cambodia’s legislature called on the international community to condemn Thailand’s actions and demand accountability. It urged Thailand to cease all hostilities and uphold its obligations under the peace agreement and international law.

The Assembly concluded by expressing full support for Prime Minister Hun Manet and the Royal Government of Cambodia, praising efforts to safeguard national sovereignty and citizen safety. It also reaffirmed the legacy of Senate President Hun Sen, whom it described as the “Architect and Father of Peace.”
