Cambodia Urges International Probe Into Deadly Border Shooting

PHNOM PENH, Cambodia (Nov.12, 2025) — Cambodia on Wednesday called for international involvement in an investigation into a deadly border shooting it says was carried out by Thai forces, killing one Cambodian civilian and injuring three others.

The Ministry of Foreign Affairs said in a statement that Cambodia “welcomes the support and participation from all interested partners” in an on-site probe of the incident, which occurred Tuesday afternoon in Prey Chan village in northwestern Banteay Meanchey province.

The ministry described the shooting as “unprovoked” and a “serious violation” of Cambodia’s sovereignty and territorial integrity. It said the incident breached international humanitarian law and regional agreements, including the U.N. Charter, the ASEAN Charter and the Treaty of Amity and Cooperation in Southeast Asia.

Cambodia said it had lodged a formal protest through the Royal Thai Embassy and requested that the investigation be conducted under the observation of an ASEAN team.

The government said it had exercised “utmost restraint” since a ceasefire agreement with Thailand took effect on July 28, despite what it called “repeated provocations,” including Tuesday’s shooting.

“For the sake of peace, stability and prosperity for both nations and the region as a whole, Cambodia urges Thailand to renounce the threat and use of force,” the statement said.

It also called on Thailand to reaffirm its commitment to peaceful dispute resolution under international law, citing a joint declaration signed by the countries’ prime ministers in Kuala Lumpur on Oct. 26.
Thai authorities have not publicly commented on the incident.
