Cambodia Publishes Climate Guidebook Ahead of COP30

PHNOM PENH, Cambodia (Nov.11, 2025) — Cambodia’s Ministry of Environment has released a new guidebook detailing the country’s participation in global climate conferences from COP1 to COP29, ahead of the upcoming UN Climate Change Conference (COP30) in Belém, Brazil this November.

The publication, titled Cambodia’s Participation in the Conferences of the Parties to the United Nations Framework Convention on Climate Change (COP1–COP30), compiles objectives, outcomes and key decisions from every UN climate summit attended by Cambodia since the adoption of the UN Framework Convention on Climate Change (UNFCCC).

Environment Minister Eang Sophalleth said the guidebook is intended to inform policymakers, development partners and stakeholders about Cambodia’s evolving role in global climate negotiations and to strengthen institutional capacity in addressing climate change.

The document outlines Cambodia’s efforts to mobilize resources, mitigate climate impacts and build national resilience. It also reviews major international agreements, including the UNFCCC, the Kyoto Protocol and the Paris Agreement.

Sophalleth reaffirmed that Cambodia ratified the UNFCCC in 1995 and has remained an active participant in climate discussions. Earlier this year, the government submitted its Third Nationally Determined Contribution (NDC 3.0), pledging to cut greenhouse gas emissions by up to 55% by 2035.

Cambodia’s climate targets focus on key sectors such as energy, industry, agriculture, forestry and waste management.

Sophalleth is expected to lead Cambodia’s delegation to COP30, where world leaders, international organizations and private sector representatives will convene from Nov. 10 to 21 to assess global progress in tackling the climate crisis.
