Cambodia advances gender-inclusive climate strategy with new national workshop and UN submission

PHNOM PENH, Cambodia (Oct.02, 2025) — Cambodia has reaffirmed its commitment to gender-responsive climate action with the official submission of its third Nationally Determined Contribution (NDC 3.0) to the United Nations, aiming for carbon neutrality by 2050.

At a national workshop held under the theme “Strengthening Gender Mainstreaming and Climate Change Response Actions in Cambodia,” Environment Minister Eang

Sophalleth announced the milestone alongside Women’s Affairs Minister Ing Kantha Phavi and Asian Development Bank representative Anthony Gill.

The event convened officials from key ministries, Gender Mainstreaming Action Groups, and Climate Change Technical Working Groups to assess indicators tied to NDC 3.0.

Sophalleth emphasized Cambodia’s vulnerability to climate change, particularly for women, girls, and rural communities, and outlined sectoral strategies in energy, agriculture, forestry, chemicals, waste, and industry.

“We can transform vulnerability into opportunity,” Sophalleth said, citing the importance of capacity building, governance, technology transfer, and climate finance.
Cambodia’s NDC 3.0 will be showcased at COP30 in Brazil this November, with international partners praising its potential as a model for developing nations. The strategy is expected to boost investor confidence and global cooperation.
