Cambodia Commits to 55% Emissions Cut by 2035, Environment Minister Says
UNITED NATIONS (Sept. 24, 2025) — Cambodia has pledged to reduce its greenhouse gas emissions by 55% by 2035, joining the global effort to combat climate change, Environment Minister Eang Sophalleth said Tuesday during a climate summit at the United Nations headquarters.

“Although Cambodia emits a very low amount of greenhouse gases, it is one of the countries most vulnerable to the impacts of climate change,” Sophalleth said.
He announced that Cambodia’s updated Nationally Determined Contribution, known as NDC 3.0, was recently submitted to the U.N. Framework Convention on Climate Change Secretariat.
The plan outlines the country’s strategy to mobilize climate finance and promote low-carbon, climate-resilient development, aligning with Phase 1 of the government’s Pentagon Strategy.
Sophalleth emphasized Cambodia’s intent to grow its economy while addressing climate change, adhering to the principle of “common but differentiated responsibilities and respective capabilities” as defined by the UNFCCC.

The NDC 3.0 builds on Cambodia’s existing climate commitments and national strategic plans. Its key objectives include increasing ambition in reducing emissions, enhancing climate resilience, and aligning with national priorities and the global goal to limit temperature rise to below 1.5 degrees Celsius under the Paris Agreement.
