Cambodia to Debate Online Fraud Law Amid Rising Digital Scams

PHNOM PENH, Mar. 26, 2026 (KPT) — Cambodia’s National Assembly will debate a draft law targeting online fraud next week, as authorities intensify efforts to combat digital scams that officials warn are undermining economic stability and damaging the country’s reputation.

Lawmakers are scheduled to meet on March 30 to consider the legislation, alongside amendments to the Senate election law, following approval by the Assembly’s Standing Committee chaired by President Samdech Khuon Sudary.

The draft law, endorsed earlier this month by Prime Minister Hun Manet’s cabinet, introduces offences including operating scam centres, recruiting individuals for fraudulent activities, malicious data collection and money laundering.

It also sets out special procedures such as detention, asset freezes and confiscation, while allowing sentence reductions in certain cases.

Samdech Thipadei Hun Manet has described online scams as a regional and global challenge, urging ministries to step up enforcement and protect citizens.

He said the government’s campaign was a serious effort to eliminate fraud networks and safeguard Cambodia’s economic growth.

The law aligns with international standards and is designed to strengthen cross border cooperation against technology based crime.

The debate marks a significant step in Cambodia’s broader push to regulate its fast growing digital economy while addressing rising risks.
