Cambodia’s National Assembly Advances Reform Agenda to Strengthen Governance

PHNOM PENH, Cambodia (Oct.03,2025) — Cambodia’s National Assembly is pushing forward a sweeping reform agenda aimed at improving transparency, efficiency and accountability in parliamentary operations.

At a closing ceremony held Wednesday at the National Assembly Palace, First Vice President Cheam Yeap outlined progress in three key areas: public financial management, public administration and digital governance.

“These reforms are essential to improving the quality, timeliness and professionalism of services provided to members of Parliament and the people,” Yeap said.

He cited gains in budget credibility, fiscal discipline and a shift toward program-based budgeting aligned with national policy goals. Yeap emphasized that financial reforms must be supported by a capable civil service, making public administration reform a priority.

The Assembly’s E-Parliament System, a digital initiative designed to modernize legislative processes, was also highlighted. Yeap said the system enhances transparency and cost-effectiveness, allowing Parliament to “do more with less.”

To sustain momentum, Yeap proposed five recommendations: full support for Assembly leadership, endorsement of Prime Minister Hun Manet’s five reform programs, adoption of the “5Rs” workforce strategy, continued oversight by parliamentary commissions and accelerated implementation of digital systems.

The event concluded with a call for continued cooperation across all levels of government to ensure the success of the reform agenda.
