UNICEF Pushes Evidence-Based Governance to Boost Cambodia’s Local Services
PHNOM PENH, Feb 5, 2026 (KPT) – UNICEF has unveiled progress on a new evidence-based model to strengthen Cambodia’s social service delivery at local levels, pledging further support for decentralization reforms.
Will Parks, UNICEF’s country representative, told the Interior Ministry’s annual review and planning conference that the approach shifts the national role from direct service delivery to guidance and capacity building, while empowering provinces, districts and communes to plan and budget based on evidence, inclusion and equity.

He said 55 functions have already been transferred to municipal and district administrations, while health services and orphanage management have moved to provincial authorities, expanding local responsibility and resources.
UNICEF’s next steps include integrating child rights into local investment plans, improving budget allocation, and rolling out Results-Based Management nationwide. Tools such as management dashboards and commune budgeting systems are being developed to enhance transparency and decision-making, with the National School of Local Administration playing a central role.
The agency also pledged continued humanitarian assistance in border provinces affected by recent tensions, including mobile health services, early childhood education, WASH facilities, cash aid and child protection programs.
UNICEF said the initiative reflects its commitment to strengthening subnational leadership and ensuring inclusive, effective services for children and communities across Cambodia.
