Cambodia Reviews E‑Commerce Laws to Align with WTO Digital Trade Framework

PHNOM PENH, June 8, 2026 (KPT) — Cambodia is reviewing its e‑commerce legal framework as part of efforts to align with emerging global digital trade standards under the World Trade Organization’s Joint Statement Initiative on E‑Commerce, officials said Monday.

The review was discussed at a June 4 meeting between Sok Sopheak, Secretary of State at the Ministry of Commerce, and UNCTAD expert Ian Walden, who presented preliminary findings from an assessment of Cambodia’s legislation against WTO provisions.

According to the ministry, the discussion focused on evaluating consistency, complementarities and gaps between Cambodia’s existing regulations and the digital trade rules proposed under the initiative. The assessment is expected to generate recommendations to guide Cambodia’s future position.

Walden highlighted Cambodia’s current framework governing e‑commerce and compared it with key provisions of the WTO initiative, which aims to establish common international rules for digital trade.

Sopheak emphasized the ministry’s role in coordinating with relevant institutions and stakeholders to ensure the final UNCTAD assessment is accurate and strategically useful. Officials said the review will provide a stronger basis for Cambodia’s decision‑making on participation in the WTO initiative while supporting broader efforts to strengthen its digital trade ecosystem.
