Cambodia Urges Full Implementation of UNSC Resolutions and Respect for ICJ Rulings

UNITED NATIONS, June 24, 2025 (KPT) — Cambodia has called for the full implementation of United Nations Security Council resolutions and stressed the binding nature of International Court of Justice rulings, saying both are essential to maintaining global peace and security.
Speaking at an Arria‑Formula meeting on “Bridging the implementation gap: Security Council resolutions and the maintenance of international peace and security,” Ambassador Keo Chhea, Cambodia’s Permanent Representative to the UN, said Council decisions play a crucial role in preventing and de‑escalating conflicts.
He emphasized that resolutions must be implemented in full by all member states, without exception, to preserve the credibility and effectiveness of the international security framework.
Chhea also underscored the importance of international law, noting that ICJ judgments are legally binding and must be respected under all circumstances.
“Adherence to both UNSC resolutions and ICJ rulings is fundamental to upholding the rule of law and ensuring stability in relations between states,” he said.
The meeting brought together UN member states to discuss challenges in implementing Security Council decisions and ways to strengthen compliance mechanisms.
Cambodia’s intervention reflected its longstanding support for multilateralism, international law and the peaceful resolution of disputes through established legal and diplomatic channels.
The discussion highlighted the need for stronger international cooperation to close the gap between commitments and implementation, reinforcing the role of the UN in safeguarding peace and security worldwide.
