Cambodian Senate Calls on Thailand to Take Legal Responsibility for Border Attacks

PHNOM PENH, Cambodia (Dec. 25, 2025) — Cambodia’s Senate has accused Thai forces of unlawful military aggression and demanded that Thailand bear full legal responsibility for what it described as serious violations of international law.

In a statement issued Thursday, the Senate strongly condemned what it called “brutal and severe” attacks by the Thai military, saying they had caused civilian deaths, injuries and mass displacement.

According to the Ministry of Interior, at least 30 civilians have been killed, 87 injured and more than 636,000 displaced since fighting reignited on Dec. 7.

The Senate said homes, civilian infrastructure and ancient temples have suffered extensive damage from strikes involving heavy weapons and fighter aircraft.

The body said the attacks constituted grave breaches of international law and accused Thailand of violating UNESCO conventions by targeting cultural heritage sites.

It also said the actions showed disregard for the International Court of Justice’s 1962 ruling affirming Cambodia’s sovereignty over the Preah Vihear temple and surrounding area.

Led by Senate President Samdech Techo Hun Sen, the chamber called on the international community to condemn the violations and press Thailand to halt hostilities that threaten regional peace and stability.

The statement urged Thailand to recommit to the ceasefire agreement, the Kuala Lumpur Peace Accord, and its obligations under international law.
