Cambodia Says Thai Airstrikes Breach UN Charter, Demand Immediate Halt

PHNOM PENH, Cambodia (Dec. 16, 2025) — Cambodia’s Foreign Ministry accused Thailand of mounting armed attacks along the border, including the use of F 16 fighter jets, in what it called a grave violation of sovereignty and international law.

In a statement Tuesday, the ministry said Thai airstrikes struck multiple sites in Cambodian provinces, describing the actions as breaches of the UN Charter, ASEAN principles and humanitarian law. Officials alleged that some strikes penetrated 80 to 90 kilometers inside Cambodian territory.

The ministry said the bombardments killed civilians, displaced more than 400,000 people and destroyed infrastructure, including schools, hospitals, bridges and pagodas. It also claimed damage to cultural and religious sites, among them the UNESCO listed Preah Vihear temple.

“These disproportionate and unjustified attacks amount to serious violations of international humanitarian law, particularly obligations to protect civilians and cultural property,” the statement said.

Phnom Penh urged Thailand to halt all aerial bombardment and military operations, calling for respect of international law and a return to negotiations.

Cambodia reaffirmed its commitment to the July 28 ceasefire and the Kuala Lumpur Joint Declaration signed Oct. 26, 2025, and pressed Bangkok to honor its obligations under those agreements.
