ASEAN Observers Confirm Cambodian Civilian Casualties in Border Shooting
PHNOM PENH, Cambodia (Nov. 13, 2025) — The ASEAN Observer Team has verified reports of civilian casualties following alleged gunfire by Thai forces along the Cambodia-Thailand border in Prey Chan village, O’Bei Chan commune, O’Chrov district, Banteay Meanchey province.
According to a statement from Cambodia’s Ministry of National Defence, the inspection was conducted at 10:20 a.m. Thursday and coordinated by the ministry’s task force. Observers confirmed that two rounds of gunfire — at 3:50 p.m. and 5:54 p.m. the previous day — resulted in three injuries and one death.
The ministry called on Thailand to immediately halt all hostile actions and honor the Ceasefire Agreement, Joint Declaration and its international legal obligations. It also urged an independent investigation involving qualified international parties to determine accountability and deliver justice for the victims.
Cambodia reaffirmed its commitment to peaceful dispute resolution under international law and existing treaties, emphasizing the need for fair, just and sustainable solutions.
