ASEAN Observers Visit Cambodian Civilians Injured in Border Shooting

PHNOM PENH, Cambodia (Nov.13,2025) — A team of ASEAN observers on Wednesday visited three Cambodian civilians injured in a border shooting allegedly carried out by Thai forces, amid rising tensions between the two countries.

The inspection took place in Prey Chan village, O’Beichan commune, O’Chrou district, Banteay Meanchey province, where Cambodian officials say Thai soldiers opened fire on local residents around 4 p.m. Tuesday.

One person was killed and several others wounded in what Cambodian authorities described as an “unprovoked” attack. Reports indicated gunfire from the Thai side was still ongoing at the time.

Cambodia’s Ministry of Foreign Affairs and International Cooperation condemned the shooting as a “brutal act” and called for international involvement in an on-site investigation. In a statement, the ministry said Cambodia “welcomes the support and participation from all interested partners” in the probe.

The ministry said the incident constituted a serious breach of Cambodia’s sovereignty and territorial integrity, and violated international humanitarian law as well as regional accords, including the U.N. Charter, the ASEAN Charter, and the Treaty of Amity and Cooperation in Southeast Asia.
