Analysis: Cambodian Analysts Say Thailand Used Cybercrime Claims as Pretext for Military Action

PHNOM PENH, Feb 4, 2026 (KPT) — Cambodian analysts argue Thailand has used allegations of online scam activity as a pretext to justify military operations inside Cambodian territory, warning the narrative risks masking a deeper border dispute.
The debate follows a February 2 visit by Thai army intelligence officials and foreign military attachés to O Smach district in Oddar Meanchey province — an area Phnom Penh says has been under illegal Thai occupation since clashes in December 2025.
Thai officials reportedly told visiting representatives that several sites were linked to scam operations, framing the inspection as part of a regional crime crackdown.
Cambodian political scientist Kin Phea dismissed that explanation, calling it an attempt to legitimise Thai military activity.
He said the move violated Cambodia’s sovereignty and breached international law, including the UN and ASEAN Charters.
Yang Peou, another analyst, described the actions as an invasion, criticising Thailand for bringing foreign military observers into disputed territory.
He said Cambodia was already cooperating with partners to combat cybercrime and did not require foreign intervention.
Deputy Prime Minister Sun Chanthol last month rejected suggestions that scam allegations could justify military action, stressing that Cambodia alone has the right to address crimes on its soil.

Cambodia has lodged a formal protest, accusing Thailand of seeking international recognition for its presence in the contested area.
In its statement, Cambodia’s Ministry of Foreign Affairs said the two hotels visited by the Thai led delegation were situated about 400 metres from the O Smach international checkpoint near the Thai border.
The ministry said Phnom Penh had lodged a formal diplomatic protest, “categorically rejecting” what it called an illegitimate exercise of Thai authority.
It added that the visit violated international law, including the UN and ASEAN Charters, and amounted to an attempt to legitimise Thailand’s presence in the disputed area.
