CHRC Tells UN Expert Border Conflict Has Triggered Major Human Rights Crisis

PHNOM PENH, July 24, 2026 (KPT) – The Cambodian Human Rights Committee (CHRC) has told a visiting UN expert that the ongoing border conflict with Thailand has created a serious humanitarian and human rights crisis, with hundreds of thousands displaced and thousands still unable to return home.

During a meeting in Phnom Penh on Thursday, CHRC Vice‑Chairman Keo Sothie informed UN Special Rapporteur Thomas Andrews that more than 640,000 people had been displaced by what officials described as attacks by the Thai military.

Despite a ceasefire signed on December 27, 2025, more than 20,000 remain unable to return due to continued shelling, landmines, damaged property and what Phnom Penh says is the unlawful occupation of parts of its territory.

Sothie said these actions amounted to serious violations, depriving civilians of security, housing and livelihoods, and accused Thai forces of attempting to create a fait accompli in disputed areas.

The CHRC reiterated its position that disputes should be resolved peacefully under international law through the Cambodia–Thailand Joint Boundary Committee, not military means.

Andrews expressed concern over the humanitarian consequences and said he intended to assess conditions of displaced communities during his mission.

The meeting also reviewed Cambodia’s broader human rights agenda, including cooperation with UN mechanisms, plans to establish a National Human Rights Institution, measures against online scam operations, and protection of LGBTQ+ rights.

Officials highlighted continued engagement with the UN system, including implementation of recommendations from the Fourth Universal Periodic Review.

Representatives from the Ministries of Interior, Justice, Women’s Affairs, Labour, and Social Affairs joined the talks, which officials said reflected a coordinated government approach to addressing both human rights issues and the humanitarian impact of the border conflict.
