Cambodia allows migrant workers to apply for national ID cards outside home provinces

PHNOM PENH, July 1, 2026 (KPT) – Cambodia has introduced a nationwide mechanism enabling internal migrant workers and students to apply for, renew or replace national identity cards without returning to their permanent place of residence, officials said Wednesday.

The reform, launched by the Interior Ministry’s General Department of Identification, took effect July 1 and is aimed at improving access to public services while reducing travel costs and administrative burdens.

Under the new system, citizens who have relocated for work, business or education can complete ID card procedures at any municipal or provincial police commission. For example, a worker from Ratanakiri now based in Prey Veng can obtain or renew a card locally instead of traveling home.

Previously, applicants generally had to return to their registered hometowns. The ministry said the change strengthens efficiency and convenience in public service delivery.

General citizens who are not internal migrants will continue to apply at commune or sangkat police posts, district inspectorates or provincial commissions in their place of residence. Migrant workers and students may also access services at dedicated centers in Phnom Penh, including AEON Mall Sen Sok, AEON Mall Mean Chey and the National Identity Card Department in Chbar Ampov.

Applicants aged 15 and above must provide birth certificates and proof of residence for first‑time cards. Renewals require the existing card, while replacements for lost or damaged cards need a police report or the damaged card.

Officials said expired cards are no longer valid for official use and urged citizens to renew them promptly.
