Cambodia and ADB Deepen TVET Cooperation to Strengthen Human Capital and Workforce Competitiveness
PHNOM PENH, June 7, 2026 (KPT) — Cambodia and the Asian Development Bank (ADB) have reaffirmed their commitment to strengthening technical and vocational education and training (TVET) and advancing human capital development through closer cooperation on skills and employment policies, officials said Friday.
Labor and Vocational Training Minister Heng Sour met with Yasmin Siddiqi, ADB Country Director for Cambodia, to review progress on the draft National Employment Policy 2026–2035, the National TVET Policy, and future priorities for workforce development.

Sour praised ADB’s long-standing support for skills training and policy formulation, describing the bank as “an important partner in Cambodia’s industrial and human resource development.” He highlighted the government’s “1.5 Million TVET Program,” which aims to equip young people with industry-relevant skills through upskilling and reskilling initiatives to meet evolving labor market demands.
Siddiqi commended the Ministry’s progress and reaffirmed ADB’s commitment to continued financial and technical support for labor, vocational training, and national development priorities. Both sides also discussed expanding master trainer programs and establishing additional TVET institutions in key regions.
Sour reiterated the Ministry’s readiness to deepen cooperation with ADB to enhance workforce competitiveness and support Cambodia’s long-term economic growth.
