U.S. DFC Proposes $100 Million Financing for Techo International Airport in Boost to Cambodia–U.S. Economic Cooperation

PHNOM PENH, June 23, 2026 (KPT) – The U.S. International Development Finance Corporation (DFC) and Overseas Cambodian Investment Corporation (OCIC) have signed a Letter of Intent outlining a proposed US$100 million financing package for Techo International Airport (TIA), Cambodia’s new international gateway and one of its largest infrastructure projects, officials said Tuesday.

The agreement was signed by Dr. Pung Carolyne, Vice Chairwoman of OCIC, and Caroline Vik, Chief Policy Officer of DFC, marking a significant step in strengthening economic and infrastructure cooperation between Cambodia and the United States.

The proposed financing reflects growing international confidence in Cambodia’s economic prospects and in TIA’s strategic role as a hub for trade, tourism, logistics and regional connectivity. “This is a significant milestone for Techo International Airport,” said Dr. Carolyne, noting the project’s commitment to international standards and its long-term value for Cambodia’s development.

Caroline Vik described the partnership as a promising beginning for broader cooperation. “You are the type of partner we are looking for in Cambodia and around the world. We hope this is the first project among many,” she said.

The LOI also highlights the project’s alignment with global standards on governance, transparency, environmental sustainability and social responsibility. Officials said the agreement is expected to boost investor confidence in Cambodia’s infrastructure sector and enhance its attractiveness for long-term investment.

TIA has already received international recognition, including accolades from Skytrax and Prix Versailles, underscoring its growing status as a regional aviation hub. The DFC initiative builds on OCIC’s expanding engagement with U.S. institutions and companies, including General Electric, OTIS, Caterpillar, Cisco and Ford, further reflecting the strengthening economic partnership between Cambodia and the United States.
