European Investors Eye Cambodia’s Growing Technology Sector

PHNOM PENH, June 14, 2026 (KPT) — A delegation of 15 European technology companies visited Phnom Penh this week to explore investment and outsourcing opportunities as Cambodia steps up efforts to build its digital economy, officials said Sunday.

The five-day mission, held from June 8 to 12, was organized by the European Chamber of Commerce in Cambodia (EuroCham) and Germany’s GIZ. The firms specialize in artificial intelligence, travel technology, cybersecurity and digital infrastructure.

During a meeting with the delegation, Dr. Hul Seingheng, Under Secretary of State at the Ministry of Industry, Science, Technology and Innovation (MISTI), outlined Cambodia’s strategy to advance technological development and strengthen international cooperation, with a focus on supporting the country’s digital transformation and long-term Vision 2050 goals.

“Cambodia is leveraging science, technology and innovation to drive inclusive and sustainable socio-economic development,” Dr. Hul said, noting the country aims to achieve high-income status by 2050.

He highlighted the Science, Technology and Innovation (STI) Roadmap 2030 as a key framework guiding the development of a National Innovation System. The roadmap is built on five pillars: governance, education, research, collaboration and ecosystem development.

MISTI is spearheading efforts to strengthen research and development through initiatives such as the National Research Foundation (NRF), which seeks to nurture local talent and support mission-oriented research.

Cambodia also offers investment incentives for research, development and innovation activities, including enhanced tax deductions for qualifying expenditures, making the country increasingly attractive to technology investors.

During their visit, the European companies explored potential partnerships with Cambodian startups and assessed opportunities in software development, digital services and other technology-driven industries. The delegation also toured data centers, joined business-to-business matchmaking sessions and held talks with government agencies and key institutions.
