Cambodian foreign minister heads to Kigali for Francophonie meeting

KIGALI, Rwanda (Nov.17, 2025) — Cambodian Deputy Prime Minister and Foreign Minister Prak Sokhonn has led a senior delegation to Rwanda for the 46th Ministerial Conference of La Francophonie, scheduled for Nov. 19–20 in Kigali. The delegation held preparatory talks on Nov. 16 ahead of the formal opening.

The annual conference brings together foreign ministers and senior officials from member states of the Organisation internationale de la Francophonie, which unites countries with historical or linguistic ties to the French-speaking world.

This year’s agenda includes economic development, youth and women’s empowerment, digital innovation, and promotion of the French language.

Cambodia has been an active member of La Francophonie for decades, seeing the body as a platform to expand partnerships and diversify foreign policy. Sokhonn’s participation underscores Phnom Penh’s commitment to multilateral engagement amid shifting Asia-Pacific dynamics.

The Kigali meeting is also expected to address global challenges such as economic uncertainty, climate pressures, and post-pandemic recovery. Rwanda, the host, is highlighting digital transformation and youth entrepreneurship as key themes.

Cambodia’s delegation is set to hold bilateral meetings on the sidelines before returning to Phnom Penh later this week.
