National Assembly approves appointment of Prak Sam Oeun as senior minister

PHNOM PENH, July 14, 2026 (KPT) – The National Assembly on Tuesday approved the appointment of Prak Sam Oeun as a senior minister in charge of special missions, following a confidence vote requested by Prime Minister Hun Manet’s government.
The vote was held during a parliamentary session on the adjustment and expansion of the Royal Government’s composition. The assembly said 108 lawmakers backed the appointment, with two abstentions.
Prak Sam Oeun previously served as secretary of state at the interior ministry under the previous government. In the current seventh legislature, he was appointed minister delegate attached to the prime minister before being proposed for promotion to senior minister.
His appointment brings the number of senior ministers in charge of special missions to 23, according to the assembly.
The session also considered five agenda items, including the ratification of international and regional agreements.
Lawmakers approved Cambodia’s accession to the Convention on International Interests in Mobile Equipment and its Aircraft Protocol, which governs cross‑border recognition of rights in aircraft financing.
In addition, the assembly endorsed three ASEAN agreements covering mutual recognition arrangements.
These include the ASEAN Framework Agreement on Mutual Recognition Arrangements, the ASEAN Sectoral Mutual Recognition Arrangement for Building and Construction Materials, and the ASEAN Mutual Recognition Arrangement on Type Approval for Automotive Products.
The National Assembly said the measures aim to strengthen Cambodia’s legal framework, facilitate regional trade and investment, and align the country more closely with ASEAN standards.
